The for African Americans was founded by G. W. Herring in 1914 in Sampson County. The year 1914 saw the passage of the Smith-Lever Act by Congress, which established the Cooperative Extension Service on a more permanent basis. The had expanded to include livestock projects and many crops besides corn.
